    GUIDELINES FOR ELECTION OF OFFICE BEARERS TO STUDENTS’ UNION, OTHER ASSOCIATIONS AND SOCIETIES

    1. The Election of Office Bearers to Students’Union, +2 Cultural Association and other Societies and Association shall be conducted as per the guidelines to be issued by the govt. of Orissa and in such manner as determined by the Principal.

    2. Before the election or during the process of election and after the election, students are advised to see that

    (a) There is perfect amity among the students.

    (b) Normal pursuit of studies, examinations and other academic as well as extra-curricular activities are not disturbed.

    (c) College wwalls are not disfigured.

    (d) Dignity and good name of the students, tearchers, members of the Institution are in way told upon

    3. The nomination papers as prescribed by the Principal should be properly filled in and being duly proposed and seconded, should reach the Principal atleast before three clear days of the election.

    4. a) An eligible students member of +3 ciass can contest for different officers mentioned below.

    i) Presidents of the Students’Union.

    ii) Vice-President of the Students’Union.

    iii) Secretary of the Students’Union.

    iv) Asst. Secretary of the Students’Union.

    b) No students can contest for more than one office of the Students’Union and Societies or Association taken together.

    5. In case, a student has valid nominations for more more than one office, he/she shall have to withdraw candidature from all other office,except one which he/she chooses to contest. If, on the expiry of the date /time for withdrawal of candidature,it is found that a candidate has not withdraw candidature from all other offices except one, his/her candidature to all offices shall become invalid.

    6. The valid nominations after proper scrutiny by the Principal or his nominees shall be published at least before two days of the date of election and withdrawal,if any, may be made in writing within 24 hours of the candidates.

    7. No member can cast more than one vote for each office.

    8. The candidate obtaining the largest number of votes shall be declared elected.

    9. In case of a tie, the election of the successful candidates shall be determined by lot.

    10. In no case there will be a recounting of votes.

    11. A member can cast his/her vote in favour of Candidate by putting a single cross (x) only on the right side of the name and the cross(x) should be strictly within the line of demarcation, Otherwise, the vote will be declared invalid.

    12. Oath Taking:

    a) All the office bearers will have to take oath of the office on the date specified by the Governement or the date fixed up by the Principal.

    b) If any office bearer fails to take oath of the office on the specified date, he/she has to take oath within(10)clear days positively, failing which the concerned post will remain under suspension for rest of the session.

    13. Govt Guidelines:

    ELIGIBILITY CRITERIA FOR CANDIDATES

    i) Under graduate students between the ages of 17 and 22 and post graduate students with the maximum age limit of 24-25 years may contest elections.

    ii) The candidate should have no academic arrears in the year of contesting the election.

    iii) The candidate should have attained the minimum percentage of attendance as prescribed by the University or 75% attendance whichever is higher.

    iv) The candidate shall have one opportunity to contest for the post of office bearer and two opportunity to contest for the post of an executive member.

    v) The candidate shall not have a previous criminal record, that is to say he should not have been tried and /or convicted of any criminal offence or misdemeanor.

    The candidate shall not have been subject to any disciplinary action by the University authorities.

    vi) The candidate must be a regular, full time student of the College and should not be a distance/proximate education student.

    14. Vacancies in Office:

    a) The office bearers shall hold the office till the date of their fill up of theAnnual Examination without fine unless-

    i) Thay cease to be student of this college.

    ii) They voluntarily resign in writing addressed to the Principal.

    iii) They are removed by a motion passed by (2/3rds) two thirds of the majority of the members present and voting expressing vote of no confidence at an extra-ordinary meeting called for the purpose. Such meeting shall be presided over by the Principal.

    iv)Any office falling vacant after the Students’Union Election or during the academic session shall be filled by the Principal from among the students securing the highest marks in the last qualifying H.S.C/C.H.S.E/ University Examination.

    15. He Principal shall be the final authority in all matters connected with election to the Students Union.

    DRAMATIC ASSOCIATION

    1. The name of the Association Shall be the Saraswata Mahavidyalaya Students’ Dramatic Association, Anantapur .

    2. a) The aims and objectives of the Association shall be to encourage the cultivation of latent talent and dramatic art and technique among the members by arranging theatrical performance.

    b) To encourage writing plays by members.

    c) To organize discussions, symposia on drama and various aspects of drama.

    d) To take such steps and measures for the development of drama as the Executive Committee may decide from time to time.

    3. a) All students of the +3 classes of the College are ipso facto members of the Association.

    b) All members of the staff are honorary members of the Association.

    4. The Executive of the Association shall consist of :

    a) President – (Principal ex-offiocio)

    b) Vice President and Associate Vice President (to be nominated by the Principal from among the members of the staff.)

    c) Secretary- Any member of the Students’ Union is eligible to contest for the post of Secretary.

    d) Assistant Secretary- Any member of the Students’Union is eligible to contest for the post of Assistant Secretary.

    e) i) One representative from each ciass Arts, Commerce and Science counted separately.

    ii) Two representatives from among the women students only. The election shall be held along with the Students’Union Election by separate secret ballot.

    iii)Office bearers who are examinees of University shall be deemed to have vacated their office by the date yhey fill in the froms for the respective examination.

    5.The Executive Committee shall

    i) Prepare the budget for the session.

    ii) Decide the drama to be performed and fix the date or dates of performance. The decision shall be subject to the Principal’s approval.

    iii) Present a statement of accounts in the Annual General Meeting.

    iv)Transact all other business incidental to the management of the society.

    6. Further, the Secretary shall convene meeting and keep a record of the proceedings of these meetings.

    7.The Asst. Secretary shall assist the Secretary in the discharge of his/her duties and in her/his absence perform all his functions.

    8. a) Before a play is staged or a function or a competition for a show is organized, the details shall receive the approval of the Executive Committee and Principal.

    b)No rehearsal shall be deemed proper unless Vice- President and Associate Vice –President are present at such rehearsal.

    c) No invitation shall be issued or no ticket shall be sold for a play or a show unless the Vice- President and the Secretary and Asst.Secretary submit in writing that the standard of performance of the artists and the arrangement are to their satisfaction.

    9.The Principal is the final Authority of the association and may at his discretion alter/amend/supplement or abrogate any or these rules.

    ATHLETIC ASSOCIATION

    The followigg is the Constitution of the Athletic Association of Saraswata Mahavidyalaya,Antantapur.

    1. The name of the Association shall be Saraswata Mahavidyalaya Students’ Athletic Association, Anantapur.

    2. The aims and objectives of the Association shall be to-

    a) Organise Games, Sports and Athletic Activities.

    b) Organise Matches, Meets and Tournaments.

    c) Inculcate a sense of team spirit and sportsmanship among students.

    3. a) All students of the +3 classes are ipso facto members of the Association.

    b)All members of the staff are honorary members of the Association.

    4. Executive Committee of the Association shall consist of :-

    a) President-Principal (ex-officio)

    b) Vice-President &Associate Vice-Presidents (to be nominated by the Principal from among the members of the staff).

    c) Physical Education Teacher.

    d) Secretary- any member of the Students’Union is eligible to contest for the post of Secretary .

    e) Assistant Secretary: Any member of the College is eligible to contest for the post of Asst. Secretary.

    f) Two representatives from among the women students’ Union Election by separate ballot.

    5. a) Election shall be held on such date as the Principal shall determine.

    b)Election shall be conducted and votes recorded and attested in such manner as the Principal shall determine.

    c) i) The Vice President in consulting with the Associate Vice Presidents and the physical Education Teacher with the approval of the Principal shall nominate the Captain and Vice-Captains.

    ii)Only such members under category 3(a) above as active players of a game are eligible to be nominated as Captain or Vice-captain of the game.

    iii) If the captain or the Vice-captain continuously absents him-self/her-self from the field when games are played/practiced,he/she may be deemed to have ceased to be the captain or Vice-captain, as the case may be.

    6.The Secretary shall be responsible for :

    a) Convening meeting of the Executive Committee and other Sub- Committees.

    b) Organising activities as under 2 above.

    c) Maintaining records and proceedings.

    d) Such other activities, responsibilities and duties which are assigned by the Executive Committee, Vice-President or Principal under the direct supervision and guidance of the Vice-President.

    7.The Assistant Secretary shall assist the Secretary in discharging his/her duties and assume all charges of the Secretary during his/her absence.

    8. a) The funds of the Association shall consist of-

    i) Annual contribution from the students.

    ii) Voluntary contribution from members

    iii) othercontribution/Donations/Aids/Grants received/raised with the approval of the executive committee and with the approval of the Principal.

    b) The Principal shall be the administrator of the funds.

    c) The Physical Education Teacher under the direct supervision of the Vice-President shall maintain the accounts of the Association.

    9. The Vice-President shall be the Superitendent of all games, Sports & athletic activities.

    10. The Secretary and the Assistant Secretary can not be the Captain or Vice-Captain of any game.

    11. Before a game or sport or other athletic activity is organized, the details shall receive the approval of the Principal.

    12. The Captain Shall :

    i) Select player for friendly and competitive matches and meets.

    ii) Be responsible for the conduct of the players.

    iii)The Vice-Captain shall assist the Captain in discharging his duties and functions and shall assume the charge of the captain during his absence.

    13. The Physical Education Teacher shall-

    a) Copy all invoice in the cash Book.

    b) Maintain accounts of the Athletic funts.

    c) Maintain records of the sports goods and other assets of the Association.

    d) Look after the Playground.

    e) Look after the programmes of the activities of the Association.

    f) Do such other work in connection with the activities of the Association as the Vice-President or the Principal may assign to him.

    14. The Captain shall select players for each game on the recommendation of the Sub-Committee (one Sub-committee for each game) consisting of the following members.

    a) Vice-President

    b) Officer-in-charge of the game to be nominated by the Principal.

    c) Secretary

    d) Captain

    15. a) The College Blue Committee will consist of the following members.

    i) Vice-President(Chairman)

    ii) Associate Vice-Presidents and Officer-in-Charge of various games,and

    iii) Physical Education Teacher.

    b) The Vice-President shall be the convenor of the committee and the committee will meet after the games, sports and other athietic activities of the session are over.

    c) The Committee shall recommend to the Principal for award of College Biues. The Committee shall consider.

    i) Performance in games and

    ii) Conduct on the filed considering names for the award.

    d) A Person shall not be considered for the award of College Blue more than once in a particular game during his/her studentship in the College.

    e) College Blue in a particular game may not be awarded in a particular year if suitable candidates are not available.

    16. a) An All Round cup may be awarded to a student who has creditably played for the college in atleast four major games in a year.If athetic is one of the items the student must stand first atleast in one major event in the Annual Athletic Meet of the College.

    b) The Blue committee shall recommend for the award of All round Cup on the Principles of recommendation for award of college Blue as under 16(a) & (b).

    17. The college Blue and All Round Cup shall be awarded after the Principal approves the recommendations of the committee.

    18. The Principal shall be the final authority of the Association.

    DAY SCHOLARS’ ASSOCIATION

    All students of this college are Day Scholars. They should feel that all belong to the Saraswata Family and partake in the fountain of learning. The Day Scholars Association, is as follows-

    1. The name of the Association shall be Saraswata Mahavidyalaya Day Scholars’ Association, Anantapur.

    2. The aims and objectives of the Association shall be :-

    a) To organize social, Cultural and Academic gatheriggs.

    b) To worship the presiding deities of learning, wisdom and fine arts.

    c) To organize debates, meetings, lectures and competitions in fine arts.

    3. a) All students of the +3 classes of the college are ipsofacto members of the Association.

    b) All members of the staff are honorary members of the Association.

    4. The Executive Committee if the Association shall consists of :-

    a) President (Principal, ex-offico)

    b) Vice President and Associate Vice-Presidents (to be nominated by the Principal from among the members of the staff).

    c) Secretary: Any member of the Students’Union is eligible to contest for the post of Secretary.

    d) Assistant Secretary:- Any member of the Students ‘ Union is eligible to contest for the post of Asst. Secretary.

    e) Executive Members:

    i) One representative from each class of Arts and Commerce counted separately

    ii) One representative from among the woman students only. The election shall be held along with the Students’Union election by separate Secret ballot.

    5. a) Election shall be held on such dates as the Principal shall determine.

    b) Election shall be conducted and votes recorded and attested in such manner as the principal shall determine.

    6. The Secretary shall be responsible for:-

    a) Convening executive meeting.

    b) Maintaining records and

    c) Organising activities under 2 above.

    d) Maintaining account under the direct supervision of the vice-presidents.

    7. The Assistant Secretary shall assist the Secretary in discharging his/her duties and shall assume all charges of the Secretary during his/her absence.

    8. The funds of the association shall consist of-

    i) Annual contribution from the students.

    ii) Voluntary contribution from the members.

    iii) The Principal shall be the administrator of the funds.

    9. Before a function or a competition is organized , the details shall receive the approval of the Principal.

    10. The Principal shall be the Final controller of the Association and may at his discretion alter, amend, supplement or abrogate any or all of these rules.

    THE SOCIAL SERVICE GUILD:

    1. The name of the Guild shall be the Saraswata Mahhavidyalaya Students’ Social Service Guild,Antantapur.

    2. The aims and objectives of the Guild shall be-

    a) To grand financial aid to the needy and deserving students of the college.

    b) To raise volunteer corps to render help at the time of natural calamities, accidents and in large gathering like melas and festivals.

    3. a) All members of the staff are honorary members of the Guild.

    4. The Executive Committee of the Guild shall consist of –

    a) President (Principal, ex –officio)

    b) Vice President and Associate Vice-President (Nominated by the Principal from among the members of the staff.)

    c) Secretary :- Any member of the Students ‘ Union iseligible to contest for the post of Secretary.

    d) Assistant Secretary:- Any member of the Students’ Union is eligible to contest for the post of Asst. Secretary.

    e) One representative from each class of Arts and Commerce counted separately.

    5. Election shall be held on such dates as the Principal shall determine.

    6. The Secretary shall be responsible for-

    a) Convening Executive meeting.

    b) Organising Activities as under 2 above.

    c) Maintaining records and proceedings under the direct supervision of the vice-president.

    7. The Assistant Secretary shall assist the Secretary in discharging his duties and shall assume all charges of Secretary during his absence.

    8. The funds of the Guild shall consist of:-

    i) Annual contribution from students

    ii) Voluntary contribution from members.

    iii) Refund of aid by the beneficiaries .

    9. a) The Principal shall be the admistrator of the funds .

    b) The Vice-President shall be responsible for the accounts.

    10. Depending on the availability of fund, S.S.G. is given to the needy and deserving students of the college.

    11. The Principal shall be the final controller of the Guild.

    SAHITYA SANSAD (Literary Society)

    1. The name of the society shall be Saraswata Mahavidyalaya Students’ Sahitya Sansad, Anantapur.

    2. The aims and objectives of Sansad shall be to:

    a) Organise meetings, debates, discussion and symposia.

    b) Invite eminent scholars, litterateurs and critics to address the Sansad.

    c) Organise literary work-shop.

    d) Collect, translate,edit,publish manuscripts, books pothis and lexicons.

    3. a) All students of the +3 Classes of the college shall be ipso facto members of the Sansad.

    b) All members of the staff shall be honorary members of the Sansad.

    4. The Executive Committee of the Sansad shall consist of :

    a) President ( Principal , ex-officio)

    b) Vice-President to be nominated by the Principal from among the Heads of the language /Literature Departments preferably in rotation or any member having knowledge in literature may be nominated as Vice-President by the Principal.

    c) Associate Vice-President (Heads of the Language/ Literature Departments)

    d) Secretary:- Any member of the Students ‘Union is eligible to contest for the post of the Secretary.

    e) Assistant Secretary:- Any member of the Students’Union is eligible for the post of Asst. Secretary.

    f)One representative from each class of Arts and Commerce counted separately.

    5. Election shall be held on such dates as the Principal decides.

    6. The Secretary shall be responsible for:-

    a) Convening Executive meeting.

    b) Organising Activities as under 2 above.

    c) Maintaining records and proceedings under the direct supervision of the vice- President.

    7. Office bearers who are examinees of University shall be deemed to have vacated their office by the date they fill up the forms for the respective examination.

    8. The funds of the Sansad shall consist of-

    i) Annual contribution from students.

    ii) Voluntary contribution from members

    iii) Income from sales and publication.

    9.The Principal shall be the administrator of the funds of the Sansad.

    10. The Principal shall be the controller of the Sansad .

    STUDENTS’ COMMON ROOM

    1. The name shall be Saraswata Mahavidyalaya Students Common Room,Anantapur.

    2. The main aims and objectives of Common Room shall be to:

    a) Provide healthy recreation to the students.

    b) Advance the general knowledge and widen the out-look of the students.

    c) Foster a sense of togetherness among the students.

    3. a) All students of the +3 classes of the college shall be ipso facto members of the Common Room.

    b) All members of the staff shall be honorary members of the Common Room.

    4. The Executive Committee shall consist of:

    a) President(Principal ex-officio)

    b)Vice-President & Associate Vice-President) to be nominated by the Principal from among the members of the staff.

    c) Secretary:- Any member of the Students’ Union is eligible to contest for the post of Secretary.

    d) Assistant Secretary:- Any member of the Students’Union is eligible for the post of Asst.Seretary.

    e) Exwcutive Members:

    1) One representative from each class of Arts and Commerce counted separately.

    2) Two representatives to be elected from among the Women students only. The election shall be held along with the Students’Union election by separate secret ballot.

    5. Elections shall be held on such dates as the Principal shall determine.

    6. The Secretary shall be responsible for-

    a) Convening Executive meeting.

    b) Organising Activities as under 2 above.

    c) Maintaining records and proceedings

    7. a) The Assistant Secretary shall assist the Secretary in discharging his/her duties and shall assume all charges of the Secretary in his/her absence.

    b) The Vice-President may with the approval of the Principal, assign any responsibility to the Assistant Secretary .

    8. Office bearers who are examinees of University shall be deemed to have vacated their office by the date they fill in the froms for the respective examination.

    9. a) The funds of the Common Room shall consist of –

    i) Annual contribution from students.

    ii) Voluntary contribution from members

    iii) Income from sales of old issue of newspapers and periodicals.

    b) The Principal shall be the administrator of the funds.

    c) The accounts shall be maintained by the Vice-President.

    10. The Principal shall be the final controller of the Common room.

    +2 CULTURAL ASSOCIATION AND OTHER ASSOCIATIONS

    1. There shall be a Cultural Association and other Associations for +2 students of the college mentioned below.

    1. Cultural Association

    2. Athletic Association

    3. Dramatic Association

    4. Day Scholar’ Association

    5. Social Service Guild

    The Principal is the President of each Society and the Vice –President shall be nominated by the Principal for each society from among the members of the staff.

    2.a) For each Society, there will be election for Secretary,Assistant Secretary, and one representative from each class to each Society.

    b) The Secretary shall be elected from among students belonging to +2 classes.

    c) Assistant Secretary shall be elected from among students belonging to +2 1st year class.

    d) The Class representative to the different Societies to be elected from each class of +2 stream of Arts, Science and Commerce taken separately.

    e) The Vice-President of the respective Association will preside over the meeting of the Executive Committee.

    f) The Executive Committee of each society shall be constituted as under-

    1. President (Principal, ex-officio)

    2. Vice- President

    3. Secretary

    4. Asst. Secretary.

    5. Elected Members.

    g) The election of office bearers of +2 Associations shall be conducted along with the election of Students’ Union and other alied societies.

    h) In no case will there be recounting and event of a tie. The election of the successful candidate be determined by lot.

    i) For the aims and objectives, Control of finance etc. The rules and regulations as specified under Students’Union, Dramatic Society,Athletic etc. meant for degree students shall be observed.

    INTER-DISCIPLINARY FORUM

    There will be an Inter-Disciplinary Forum incorporating the Associations of all the Three Disciplines (Humanities, Science and Commerce) of the college.

    Constitution of the Inter-Disciplinary Forum :

    1. The name of the Foum shall be Saraswata Mahavidyalaya Inter-Disciplinary Forum, Anantapur.

    2. The main aims and objectives of the Forum shall be to-

    a) Co-ordinate the activities of the subjects , societies and the Faculty Association.

    b) Undertake all such activities as will be assigned by the Principal.

    3. a) All students of +3 classes of the College shall be ipso facto members of the Forum.

    b) All teachers of the college shall be honorary members of the Forum. The Executive Committee of the Forum shall consist of- a) Chairman(Principal, Ex-officio)

    b) Vice-Chairman to be nominated by the Prinipal from among the Vice- Presidents of the Faculty Associations, preferably in rotation.

    c) Secretary to be elected from among the student members of the Executive Committee.

    d) Assistant Secretary to be elected from among the student members of the Executive Committee.

    e) Executive Members:

    i) Vice-President of the Faculty Association.

    4. ii)Secretary and Assistant Secretary of the Faculty Association.

    5. a) The funds shall consist of-

    i)Such among as will be allotted by the Principal from contribution to the Inter Disciplinary Forum.

    ii) Voluntary contribution from the members.

    b) The Principal shall be the administrator of the funds.

    SEMINARS:

    There shall be seminars in all subjects with provision for honours teaching in the College.

    MODEL CONSTITUTION OF THE SEMINARS:

    1. The name of the seminar shall be the Saraswata Mahavidyalaya Teachers/Students’Seminar,Anantapur.

    2. The main aims and objectives of the Seminar shall be to-

    a) Organise discussions, debates and symposia in the Subjects on various topics, aspects and problems relating to subject.

    b) Organise study circle on the subject.

    c) Produce/discuss/publish learned papers on the subject.

    d) Invite eminent scholars to address the seminar.

    e) Enrich the library and

    f) Take such steps and measures as would further higher academic pursult in the subject.

    3. a) All honours students of the subject shall be ipso facto members of the seminar.

    b)All teachers of the subjects shall be honorary members of the seminar and can ,if they so desire, take part in the proceedings of the seminar without right to vote.

    4. The Executive committee for the seminar shall consist of-

    a) President (Principal,ex-officio)

    b)Vice-Chairman (Head of the

    c) Secretary Student of final year Honours class of the subject to be elected by the members under category 3 (a) above.

    d) Assistant Secretary Student of the +3II year Hons.class of the subject to be elected by the members under Category 3(a) above.

    e)Members:-

    5. The funds of the seminars shall consist of voluntary contribution by the members.

    6.Such teacher as will be nominated by the Principal shall remain in charge of the seminar library.
